Email all users in company

Hello,

Recently it came up that we wanted to email all the users of our on-prem server. We maintain a distribution list of users, but it is a nightmare to keep updated and duplicates information that is already stored in the CMS.

Is there a way that company admins, or super admins on-prem, can draft an email that will get sent out to all the users?
